HOA and multifamily roofs
The California Department of Finance counts 77,426 units in 5+ unit buildings, 28,818 in 2–4 unit buildings and 34,477 single-attached units in Contra Costa County, population 1,163,891 (January 1, 2026). By city:
| Where | Units in 5+ unit buildings |
|---|---|
| Walnut Creek | 12,823 |
| Concord | 11,859 |
| Richmond | 9,308 |
| San Ramon | 7,167 |
| Antioch | 4,967 |
| Pittsburg | 3,980 |
| Pleasant Hill | 3,303 |
| San Pablo | 2,939 |
| Unincorporated areas | 8,468 |
Walnut Creek also has the most single-attached units of any city in the county (5,276), including condo and co-op communities such as Rossmoor, and Richmond has 6,291 units in 2–4 unit buildings, small-multifamily stock (DOF). See HOA and condo roofing.
I-680 office roofs in a high-vacancy market
Newmark counts 15.9 million square feet of office space in the North I-680 market, at 24.0% vacancy and 24.4% availability (North I-680 Office, 3Q 2026). By submarket: Concord 4.83 million square feet (34.2% availability), Walnut Creek Downtown 3.21 million, Walnut Creek BART 2.12 million, Pleasant Hill BART 1.95 million, Walnut Creek Shadelands 1.55 million, Pleasant Hill 1.12 million, and Lafayette-Moraga-Orinda 1.08 million.
Buildings are also being repositioned: Newmark notes 374,047 square feet removed from inventory for the residential conversion of Walnut Creek Executive Park.
With a quarter of the space vacant, owners weigh repair or coating against a re-roof based on leasing plans, and buyers and lenders want condition reports. See roof condition reports and restoration and coatings.
Bay shore to East County: three climates, two zones
NOAA's 1991–2020 normals (NCEI):
- West County (bay shore): Richmond averages 24.41 inches of rain a year, December wettest (4.90 inches), with a July average high of 70.8°F.
- Central County (I-680): Concord's Buchanan Field averages 16.05 inches, January wettest (3.21 inches), with a July average high of 88.0°F.
- East County: Antioch averages 12.60 inches, with a July average high of 91.4°F.
Richmond roofs get about twice Antioch's rain (24.41 vs. 12.60 inches, NCEI), and Antioch's average July high is about 21°F above Richmond's. Drainage comes first on the bay shore; reflectance, coatings and heat-aging inland.
Two Title 24 zones
The CEC's ZIP list puts Richmond (94801, 94804) in climate zone 3, and the Walnut Creek, Concord, San Ramon, Pleasant Hill and Martinez ZIPs we checked in climate zone 12. On nonresidential low-slope roofs, California's Energy Code applies cool-roof requirements when the area replaced, recovered or recoated is more than 50% of the roof or more than 2,000 square feet, whichever is less (Energy Code §141.0(b)2B). The new surface must be a CRRC-rated product that meets the code's reflectance and emittance minimums, and a re-roof over conditioned space in Bay Area climate zones 3, 4 and 12 generally also needs R-23 continuous insulation (BayREN, Table 141.0-C). Recoats are exempt from the insulation rule. Those rules apply in both zones, so the code result is similar; the exposure isn't. Multifamily buildings follow different Title 24 rules. Our Title 24 re-roof guide walks through the trigger, the cool roof values and the insulation rule.
The county itself treats the ridge east of the Berkeley Hills and El Sobrante as a climate dividing line in its residential re-roof handout.
Richmond's industrial roofs
Kidder Mathews counts 17.95 million square feet of industrial space in Richmond, at 10.7% total vacancy (East Bay Industrial, Q3 2026). Bay-shore buildings face more wind-driven rain and salt air, so drains, flashing and corrosion-resistant metals matter. See TPO roofing and flashing and drainage.
Permits: city by city, plus the unincorporated county
| Where | What we've confirmed | Source |
|---|---|---|
| Unincorporated areas | The Department of Conservation and Development issues building permits for unincorporated areas only, through its ePermits Center, where contractors link their CSLB license. The county's re-roof handout, written for residential work, says a permit is required for all re-roof installations and repairs before work starts, with in-progress and final inspections | cccounty.us (DCD) |
| Anywhere, torch-applied roofing | California Fire Code §3504.2.6: at least one portable fire extinguisher on the roof within 30 feet of torch work | CFC, cited in the DCD handout |
| Orinda, Lafayette | The county handout notes these cities have areas requiring Class A or B roof coverings; check with the city | DCD handout |
| Walnut Creek | A re-roofing permit is required for commercial and residential work, with an in-progress inspection during installation; applications are online only, a city business license is required first, and re-roofs are over-the-counter approvals | City of Walnut Creek; Municipal Code §9-0.5.305(g) |
| Concord | One Reroof Permit type for commercial, residential, overlays and tear-offs, applied for online through the Virtual Permit Center with Title 24 documents attached; a city business license is required, the permit issues on payment, and the inspection card stays on site | City of Concord, reroof instructions |
| San Ramon | A permit when more than 200 square feet of roof covering is installed, repaired or replaced, by a C-39 contractor, per the city's roof permit handout, which is written mainly for residential work | City of San Ramon, Roof Permit Requirements (Nov 2025) |
| Richmond | Contractors register with a CSLB card, a workers' comp certificate and a current Richmond business license; a re-roof needs a photo of the existing roof for Planning approval | City of Richmond, Obtaining Permits; City FAQ |

Frequently Asked Questions
Yes. Commercial Roofing Inc. repairs, inspects, coats and replaces commercial, office, industrial and HOA roofs in Contra Costa County, including Walnut Creek, Concord, San Ramon and Richmond. Call (408) 770-5992 or request a bid.
The county's Department of Conservation and Development, through its online ePermits Center, for unincorporated areas only. Properties inside a city, such as Walnut Creek or Concord, go through that city's building department. The county's re-roof handout says a permit is required before any re-roof work starts and calls for in-progress and final inspections.
Yes. NOAA's 1991–2020 normals put Antioch's average July high at 91.4°F and Concord's at 88°F, versus about 71°F in Richmond. Inland roofs take more heat and UV, so coating condition and reflectance matter more. Bay-shore Richmond gets about twice Antioch's rain, so drainage comes first there.
Yes. A photo-documented roof condition report gives the reserve specialist and the board current conditions instead of age-based guesses, so the roof line in the study reflects what's actually on the buildings. The condition report is free. See HOA and condo roofing for how boards compare options.
It depends on the roof's condition, not its age. A coating can extend a sound roof with limited wet insulation; widespread moisture, failed seams or multiple layers usually mean replacement. With North I-680 office vacancy at 24% (Newmark, 3Q 2026), match the choice to your hold and leasing plans.
