San Ramon's roof permit rules
From the City's roof permit handout (Roof Permit Requirements, updated November 2025, effective January 1, 2026):
- A permit is required when more than 200 square feet of roof covering is installed, repaired or replaced.
- All roofing work must be done by a licensed C-39 roofing contractor.
- Overlays only over a single existing layer, and not over a deteriorated or water-soaked roof or where the manufacturer prohibits it. Materials over 5 psf may need structural review.
- Ladder access: a ladder rated for 250 lb, extending 3 feet above the roof and secured. The City's reinspection-fee page notes that a ladder that isn't tied off can trigger a reinspection fee.
- Wet season: the City has a separate tear-off inspection procedure for re-roofs between October 15 and April 15 (“ReRoof Inclement Weather” handout).
- Solar: if existing PV is removed for the re-roof, a separate PV reinstallation permit must be issued before the roofing permit is finaled.
- HOA design guidelines and Planning review can apply to color or material changes. Apply online with Building & Safety.
The handout also restates the commercial cool-roof rule: when more than 50% of the roof area or more than 2,000 square feet, whichever is less (Energy Code §141.0(b)2B) over conditioned space is replaced, recovered or recoated, low-slope roofs need 0.63 aged solar reflectance and 0.75 thermal emittance. Our Title 24 re-roof guide walks through the trigger, the cool roof values and the insulation rule.
San Ramon weather and Title 24
San Ramon has no NOAA normals station of its own. At nearby Livermore's airport, the year averages 15.18 inches of rain with an 87.7°F July average high (NCEI, 1991–2020 normals). Hot summers age coatings and sealants; see roof coatings and restoration.
San Ramon ZIP codes 94582 and 94583 are in climate zone 12 (CEC ZIP list). On office re-roofs, that means a cool roof and, over conditioned space, R-23 continuous insulation (Energy Code §140.3 and Table 141.0-C).

Frequently Asked Questions
When more than 200 square feet of roof covering is installed, repaired or replaced, per the City's roof permit handout. All roofing work must be done by a licensed C-39 roofing contractor, overlays are allowed only over a single existing layer, and removed solar panels need their own reinstallation permit.
Commercial Roofing Inc. repairs, inspects, coats and replaces roofs for San Ramon HOAs and office buildings. We photograph every roof section and send a line-item scope boards can compare and file with the reserve study. Call (408) 770-5992 or request a bid.
Yes, with care. San Ramon has a separate tear-off inspection procedure for re-roofs between October 15 and April 15. A contractor should open only as much roof as can be made watertight by the end of each day, and keep an eye on the forecast.
Climate zone 12, for ZIP codes 94582 and 94583, per the California Energy Commission. Nonresidential low-slope re-roofs covering more than half the roof or more than 2,000 square feet, whichever is less, need a cool roof meeting 0.63 aged reflectance and 0.75 emittance, plus insulation over conditioned space.
Sometimes. The City's handout allows an overlay only over a single existing layer, and never over a deteriorated or water-soaked roof or where the manufacturer prohibits it. Heavier materials may need structural review. Confirm how many layers are already on the roof before choosing an overlay.
